Assignment Title: Monitoring and Evaluation Specialist

The Palestine Liberation Organization for the benefit of the Palestinian Authority has received grantfrom the International Development Association toward the cost of the Health System Resiliency Strengthening Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The consulting services (“the Services”) include the selection of Monitoring and Evaluation Consultant to be responsible for the overall project monitoring and evaluation.

Main Tasks, Responsibilities & Scope of Work:

·  Ensure adequate data collection for West Bank to report on the project’s key performance indicators set in the Results Framework and Monitoring for the project.

·  Perform the necessary verification and analysis for the data provided by the MOH focal point in Gaza to report on the project’s key performance indicators set in the Results Framework and Monitoring for the project.

·  Work closely with the project coordinator to ensure adequate and timely data collection for reporting on indicators.

·  Prepare the M&E section of the progress reports and ensure their timely submission. This includes semi-annually, annual progress reports, completion report, as well as ad-hoc technical reports.

·  Ensure that monitoring data discussed regularly and in a timely matter in terms of implications for future action.

·  Undertake regular or when needed visits to the field (in West Bank) to support implementation of M&E and to identify where adaptations might be needed (transportation costs in West Bank are covered by the project).

·  Allow the results of the monitoring to dictate any changes to the ongoing implementation of the project.

·  Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops and trainings, to cover M&E issues.

·  Accomplish others tasks related for preparing, monitoring, evaluation and other tasks as per the need of project assigned by Project Coordinator.

The Ministry of Health/Project Management Unit invites eligible qualified individuals to provide information indicating their: qualifications, experience and appropriate skills to perform the services. The main qualifications of the consultant is as follows

·  Minimum of a bachelor’s degree in a relevant field.

·  A minimum of 4 years of experience in a relevant field

·  Ability to travel within West Bank.

·  Ability to manage a complex and diverse workload and to work to tight deadlines.

·  Ability to contribute to proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.

·  Very good experience in reporting and in English writing.

·  Excellent data analytical skills and interpretation.

·  Experience on planning, monitoring and evaluation of projects and having good computer knowledge on database software.

·  Contribute in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting.

The duration of the assignment is one year on part-time basis, extendable to the full length of the project (4years) based on performance evaluation. The expected working days per year will not exceed 20 working days.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
